The official observation area is open dawn to dusk.  It is closest to Runway 2L/20R but 2C/20C and 13/31 are visible.  The terminal is approximately 1 mile away.  There are air cargo areas on both sides of the lot.  Embraer is just to the north.  There are no scanners, restrooms or other facilities.  There are some picnic tables and trash cans.
 
The official observation area is reachable by taking Vultee Boulevard east from the intersection of SR-155 (Briley Parkway).  Generally not too much in the way of police hassle - unless you are a photographer with a huge lens.  Even then it will basically just be a question-and-answer session.
